This Starknet coin's fees buy $ETH to make Ethereum quantum-safe
The fee split is fixed and the contract has no owner: it can only send to TheDAO's Safe. The helper sends at 0.01 ETH, or after 7 days since its last send if at least 0.001 ETH is waiting. Smaller amounts keep accumulating.
Both steps are open to anyone, and the money can only go to the Safe. You pay only your network fee.
With a Starknet wallet (Braavos, Argent).
With an Ethereum wallet (MetaMask or similar).

$VQCL lives on Starknet and launched on Hokori.io, a launchpad on Starknet. You buy and sell it there with STRK, and every trade's fee is what funds the donations.
Starknet is a rollup on Ethereum. It proves its blocks with STARKs, which rest on hash functions rather than the signatures a quantum computer could one day break, and it settles every block on Ethereum L1. Ethereum's security is Starknet's security.
Ethereum's wallets still sign with keys that a large enough quantum computer could break. Moving them to quantum-safe signatures strengthens the base layer that Starknet, every other rollup and the whole Ethereum ecosystem stand on. So $VQCL's fees leave Starknet as ETH and land on Ethereum L1, to fund exactly that.
Quantum computers could one day break the signatures that protect today's crypto wallets. Wallet Security for Post-Quantum Ethereum is an open funding call (an RFP) from TheDAO Security Fund: security-proof research, a shared signer safety profile, and public signer and verifier tests, so wallets can move to quantum-safe signatures.
TheDAO Security Fund coordinates funding for Ethereum security. Its Curators are Vitalik Buterin, Griff Green, Taylor Monahan, Jordi Baylina, pcaversaccio, Alex Van de Sande and Pol Lanski. Every initiative has its own Safe, held by the fund's 3-of-5 multisig until the work is awarded.
In November, ETHSecurity Badge holders vote on how TheDAO's 400 ETH is shared out. An initiative only reaches the ballot once 25% of its budget is raised: $62,500 of this one's $250,000. Every $VQCL donation counts toward it.
Every step is a public transaction: the swap and the bridge withdrawal on Starknet, then the delivery on Ethereum. The donation contract's code is published, and its one recipient is fixed in it.
That's the Safe listed for this initiative on initiatives.thedao.fund. Every initiative has its own.
